匹配的金融保障是农业现代化顺利实现的前提。目前，农业现代化建设背景下，黑龙江省两大平原农业综合开发实验区的农村金融虽得到了较快发展，但由于有效竞争市场未形成、金融运行基础薄弱、金融配套服务不健全等缺陷，其农村金融保障机制还存在着金融对农产品供给不足、金融对农服务不到位等供需矛盾。黑龙江省应大力加强政策引导与财政扶持，建立新型农业保险体系和融资担保新机制，强化金融基础工作建设，以完善其农村金融保障机制，促进农业现代化建设的顺利实施。%Sufficient financing is a prerequisite for modernization of agriculture industry. Amid rapid development of rural financing in Heilongjiang agricultural demonstration areas against the backdrop of increasingly modernized farming industry, shortage of supply of fi-nancial services and insufficient financial support still exist, which are attributed to the absence of competition of financial market, the weak performance basis of financial service suppliers and unsound financial supporting services in rural areas. Heilongjiang government should seek to provide policy-based guidance and fiscal support, develop systems of agricultural insurance and financing guarantee, and strengthen the basic work of financing. That is how an agricultural financial guarantee system can be improved and modernized farming in-dustry can be developed.
