协商民主在不同领域中的应用

摘要

协商民主作为一种新型的治理模式，适用于社会诸领域。通过实例分析说明，它应该赋予参与者同等的话语权，把所有与议题相关的群体都纳入到决策过程中，充分发挥媒体、学者等中立方的监督作用。这些规范要求可以保证政治决策的科学性和合理性；可以提高经济生产效率，消除分配不公现象；能够帮助协商各方消除误会、达成共识，有效进行民主决策。%Deliberative democracy,as a new form of governance,can be applied in different social spheres.Through the analy-sis of some instances,we find that it should give its participants equal power of discourse,include all related groups in decision-making process,and allow those neutrals (e.g.media and scholars)full play.These normative requirements could ensure the objectivity and rationality of political decisions,increase production efficiency,and solve the problem of maldistribution.It also contributes significantly to effective decisions and consensuses among negotiating parties by resolving their misunderstandings.
