Assessing critical success factors in earned value management.

Earned value management (EVM) is recognized within the project management domain as an effective cost and risk management technique. Despite its benefits, some organizations are simply not prepared to implement earned value management due to their lack of project management maturity and organizational readiness. In order to successfully improve their organizational readiness, organizations need assessment tools to determine their strengths and weaknesses when preparing for an earned value management implementation. This study researches a key research proposition to: Develop an assessment instrument that can accurately measure organizational skills, capabilities, and critical success factors required to successfully implement EVM. As part of the research, a sample set of assessment statements was generated based on Kim's Earned Value Implementation Model, reviewed by a panel of EVM practitioners, and validated by the project management community at large. The research demonstrated the assessment model is a valid tool in helping organizations determine their earned value readiness and identifies gaps within their current project management maturity and organizational readiness.
