This thesis compared students in China learning English and students in England learning German and French as a second language. For many students success in learning a second language becomes challenging when traveling abroad for employment. Studies showed students struggle in both countries to learn a second language effectively. Students with Chinese origin did not learn as well as their peers in China and language learning in England is consistently poor.;This thesis explained reasons why students' success in learning a second language largely depends on external factors, such as foreign language policy within the country's government, curriculum the schools implement, and types of assessments used by schools. Research revealed that both countries' made foreign language policy changes which attempted to meets requirements of the developing economy and society. Moreover, the language curriculum and its assessments varied based on school policy.;The comparison between English as a foreign (EFL) learning in China and modern foreign languages (MFLs) in England indicates that language teachers could focus more on external factors such as developing suitable English curriculum and assessment system to keep students motivated in their classroom teaching.
