Performance management systems have become commonplace at all levels of government. However, there is significant disagreement among scholars about the effects of these systems on organizational performance. This dissertation focuses on the dynamics of public-sector performance management systems, examining "second-generation" performance management systems. In three empirical chapters, this dissertation examines second-generation performance management systems in child support enforcement and more broadly in performance management, finding little effect of second-generation on the performance of performance management systems. This dissertation also addresses other important questions related to performance management, including whether performance management "works" to improve performance in the public sector and also seeks to balance the costs of gaming against potential benefits.
