TRANSPORTATION AND ITS IMPACT ON THE IMPLEMENTATION OF A VOCATIONAL EXPLORATION DEMONSTRATION PROJECT.

The objectives of this research effort are to identify key transportation related variables that impact the implementation of youth training legislation and the termination behavior of the participating youth. Specifically, this study increases knowledge about transportation associated variables that are amenable to policy change; serves as a catalyst for additional research in the area of transportation and youth policy initiatives; and posits specific policy recommendations for future legislative efforts in this area of endeavor.;To accomplish these objectives, an analysis is made of transportation and its impact on the United States Department of Labor sponsored Vocational Exploration Demonstration Project which was implemented in fifteen cities in the summer of 1979. Two basic areas are studied: First, a quantitative assessment is made of the impact of enrollee characteristics, program design, and transportation services on termination behavior. Second, qualitative process analyses of the programs' operations are executed to determine what specific actions were taken by the program operators to deal with transportation problems. The research data sources include the specific forms utilized during the programs' operations, the periodic reports submitted by the program monitors, and the final reports submitted by the program operators.
