Analysis of argumentative communication process in conflicting issues: Frame analysis and rhetorical approach on the argument about dispatching Korean military to Iraq.

The press is the most powerful means with which to restrain the state power (Scott, 1971). However, this fact does not mean that the press is an absolutely virtuous means for any social matters, and it is supposed to observe to keep the authorities acting correctly. But, considering the current domestic circumstances in Korea, the press' role is not only to observe and criticize, but to obstruct its supposed opponents. Since 2000 in Korea there has been a confrontation between the conservative and the progressive, and this current is typically shown in the press. The presses with a progressive view mostly oppose the military whereas the presses with a conservative view are supportive of it. Due to some of indiscriminate opponent opinions, many times unnecessary arguments have arisen when military or the government conduct new plans and social cost from it grows increasingly. This current situation is shown in the cases of Transfer the U.S. Armed forces base in Korea from Young-san to Pyeong-taek, Transfer ROK Army Special Forces base, and Setting a new navy base in Je-ju island, and it is causing a huge damage on a lot of national projects. Therefore, a more persuasive and effective strategy to handle the press and public relations is very much needed. Thus, the purpose of this research is to elucidate features and a stream of persuasive communication strategies using frame analysis and a rhetorical approach to the communication process between the Korean military and its domestic press. When the military confronts the press' opposition, the main concern is what misunderstandings and miscommunications occur during the process of persuading and convincing each other. The object of this study is the affair of 'Dispatch to Iraq', which was a typically conflicting issue between the military and some of domestic presses.
