The transportation system response to the crisis generated problems caused by the shortfall of energy and/or excess of air pollution in a given area was studied. Impacts of different transportation improvement strategies in the context of crisis management strategy were evaluated to develop an analytical predictive model.; The theory of controlled transportation systems was defined to provide the necessary adjustments of a transportation system to cope with the problems generated by crisis shortfalls. The theory was based on controlling the transportation demand on a given mode according to corresponding supply capabilities of other available modes.; In a macro level approach for the analysis of impacts of different control management strategies, the number of vehicles, in private car units, entering a designated area as a surrogate for the net accumulation of entering vehicles was selected to be plotted against the area speed. The containment capacity for a given area was defined as a hypothetical point where the area-wide speed-entering volume curve intersected the entering volume axis.; The controlled strategies were applied to a crisis management environment in Tehran, Iran, and the results of the implementation of different strategies were compared to the results of the control management strategies model which indicated its validity to replicate the actual results in a crisis condition.
