Electromagnetic interference (EMI) is a major source of system degradation for collocated communication systems. COEDS (Communications Engineering Design System) is a new CAAD (Computer Aided Analysis and Design) tool developed for shipboard communication systems and other systems that operate in a collocated environment. COEDS aids in EMI analysis, system degradation, performance prediction, and interference mitigation.;COEDS tools are used to build block diagrams of communication systems, calculate power and frequency of cosite interference, predict the degree of performance degradation from cosite interference, and evaluate alternative designs.;This dissertation describes the development and implementation of the initial version of COEDS under the framework of a US Navy contract. This dissertation encompasses: system requirements, design, and development; implementation of the COEDS prototype; first production version of COEDS; and project research. Project research was conducted in the areas of equipment modeling for EMC analysis, noise modeling, and interference analysis and mitigation techniques.;Included in the dissertation is a section on follow-up research. This section describes research topics that are logical extensions to the COEDS project.
