The decision to sell: Push factors in the arms transfer policies of the major Western supplier states.

This dissertation disaggregates the earlier work of Robert Harkavy and Eduard Kolodziej in examining the arms transfer policies of the major Western arms suppliers. In light of the increasing importance of non-strategic factors in arms transfer policy, this dissertation examines those factors which create incentives for the supplier states to participate in the international arms market. Nineteen seventy one through nineteen eighty is the time period for examining the arms transfer policies of the United States, United Kingdom, France, and the Federal Republic of Germany.; The causal factors are divided into four clusters of variables. These clusters of variables include: (1) system factors; (2) characteristics of the supplier state; (3) characteristics of the recipient state; and (4) relational characteristics. Each cluster of variables is considered independently in a chapter then all four are analyzed together in the conclusion. The results indicate that while there are significant differences among the major Western suppliers in their approach to arms transfers, there are also important similarities.
