Japanese official technical assistance to developing countries.

Japanese official technical assistance has been provided as a part of Japan's Official Development Assistance (ODA) to developing nations since the mid-1950s. As the significance of Japan's role in developing nations has been enhanced by a recent rapid ODA increase, Japan's rationale for providing technical assistance has been met with external and internal criticism. Japan attempts to contribute to improving conditions in developing nations as an economically and technologically advanced nation. Japan's non-Western historical, political-economic and sociocultural contexts, nevertheless, prevent the country from converting its aid policy into a more efficient one.;This study examines historical, quantitative, and structural aspects of Japanese technical assistance, and discusses the problems of its policy and performance. The contradictory nature of technical assistance is briefly reviewed to define a theoretical basis. Internationalization of Japan is also addressed to seek out more effective technical assistance modes.
