The military commander attempting to formulate, communicate and monitor the execution of a plan has to take into account copious amounts of dynamic, and context-dependent information. An Intelligent Decision Support system, will assist the commander during the estimate (plan formulation) phase, and facilitate the preparation of orders and the monitoring of a plan's execution. Assistance will take the form of flexible user support and the continuous checking of user actions. A Conceptual Model, and associated Knowledge Acquisition Methodology, Constraint Language and Plan Evaluation Metric, are presented in this thesis to act as the foundation for such an intelligent military decision support system. The Conceptual Model is object-based and its objects map directly into those objects currently used in the military estimate process. The aim of the model is to provide a solid structure to store all of the acquired knowledge. The Plan Evaluation Metric emulates the way commanders reason about plans and permits the application of doctrinal and expert knowledge to compare and assess various possible courses of action. The Constraint Language provides a standard set of knowledge primitives whose use will facilitate the sharing of knowledge acquisition interview transcripts between knowledge engineers. The detailed Knowledge Acquisition methodology assists the knowledge engineer and partitions the problem space in such a manner that a team, not all of whom need be familiar with the military domain, can work together to acquire the necessary knowledge.
