Following the Trail of Poison: The transboundary movement of hazardous wastes from the United States to Mexico.

This thesis addresses the trends in the transboundary movement of hazardous waste by tracking the waste from "cradle-to-grave." It examines whether U.S. environmental legislation is reducing the amount and the overall effect of toxic material in the environment, as intended by legislation, or whether the burden of hazardous waste is merely shifting to new territories.;This is analyzed by examining government documents obtained through the Freedom of Information Act to assess current international policy, industrial practices, and the environmental and human health impact that the practice of trading hazardous waste has on communities which are denied the ability to participate in the political process.;This study recommends a global ban on the export of wastes while promoting the incorporation of clean production systems internationally. Furthermore, it outlines an international legislative framework in which all citizens have a right to participate in the decision-making process.
