Watching shadows: The voluntary regulation of stored value cards.

摘要

This paper investigates the use of stored value cards in money laundering. It suggests that while the current global economic crisis may demand more command and control regulation, it would be premature to conclude that AML (anti-money laundering) protocols should automatically follow suit. Rather, a primarily voluntary regulatory model featuring government oversight augmented by internal, ethics driven corporate governance policies would better insulate the global financial markets from criminal activity involving prepaid, stored value cards.
