A study of the violations of the petroleum refining and related industries provisions of the Resource Conservation and Recovery Act to determine how that law could be improved or reauthorized.

The Resource Conservation and Recovery Act (RCRA) is the nation's main law governing the disposal of hazardous, industrial and municipal wastes. In 1984 RCRA had its last rewrite and the authorization expired in 1988. This study evaluated specific types of violations and trends of RCRA under SIC code 2911, petroleum refining and related industries in Texas, revealing where the inspection process and the law could be improved for the reauthorization. Problems with the present law were also addressed along with an overview of the bills produced by the House and Senate in 1992, and why they failed.
