Information technology in emergency management.

摘要

The objective of this study was to determine how information technology can be appropriately applied in the field of emergency management. Theories of complex systems have emerged in recent years and are helpful in explaining the interaction in emergency management. The practice of emergency management is viewed from the perspective of complex systems provided the appropriate framework for considering the use of information technology. A recent earthquake was used as a case study in how the use of information technology can enhance the interaction of the various components of a disaster response. The processes of adoption of innovation and the extent to which information technology has been assimilated by the emergency management community was also considered.
