This study examines the effects of human rights violations on the economic assistance policies of the United States, Japan, France, and the United Kingdom. The models created for this study include indicators of humanitarian, strategic, and economic concerns, and have been applied to data for ninety countries both during and after the Cold War. Ordinary Least Squares multiple regression analyses was employed, and it was found that the end of the Cold War did have a strong impact on each donor's foreign policy goals. Humanitarian and economic concerns have replaced strategic considerations as the most significant for the United States, France and the United Kingdom, but for Japan, strategic issues have become more important.
