Confused, pragmatic, ambitious, or politically savvy? Examinations of early post-Cold War peacekeeping decisionmaking.

This study links organization theory with Realist, Neo-Liberal, and Constructivist approaches to international relations to develop four models of multilateral decisionmaking: a Cognitive Ambiguity Model, a Bounded Pragmatism Model, an Organizational Expansion Model, and a Political Interests Model. To explain peacekeeping decisionmaking, this work applies the frameworks to the early post-Cold War experience using data gathered from more than sixty interviews with an elite segment of the conflict management community. In addition to focusing greater attention on the decisions underlying peacekeeping deployments, this project fosters fuller understandings of multilateral diplomacy, and compellingly demonstrates utility of organization theory to the study of international organizations.
