The small pelagic fishery in the north coast of the Java Sea plays an important role in the local economy as well as being an affordable source of protein for rural people. Since the ban on trawling in the early 1980's, the fishery has undergone rapid development with a rapid expansion of the number of purse seine vessels participating in the fishery. The increase in effort of these vessels not only has put fishing pressure on the small pelagic resource but has also raised the issue of allocation between the large-scale vessel purse seines (commercial) on the one hand and the small-scale inshore vessels (traditional) on the other. While the conflict in the demersal fishery between trawls and traditional fishermen received considerable attention from the Government of Indonesia (which banned the trawl in 1981), little attention has been paid to a similar conflict in the pelagic fishery.; This thesis analyses this issue with emphasis on one particular area of the north coast of Java i.e., the north coast of central Java. A simple bioeconomic model is developed to assess the state of the fishery. The model encompasses the nature of the multi-species multi-gear fishery by incorporating the key fishing activities in the fishery i.e., purse seine and gill net technologies and the biology of four important species in the fishery. Estimates of the biological parameters, fishing costs and the demand for the fish are made. The derived parameters are then used to derive the effort allocation and catch composition which is socially optimum.; The model is developed as an optimization model with the objective being the maximization of the present value of the total net benefit to the fishery. The results from the model are compared with the recent actual average performances. A number of sensitivity analyses are conducted to examine how sensitive the model solution is to changes in some model parameters. Some policy implications of adopting some management scenarios are developed with the help of the model. Finally, the limitations of the model, as well as some suggestions for further analysis are also discussed.
