Simulation and evaluation of energy efficiency programs: Case study of five industrial programs.

This report presents an analytical review of current practice and trends in the evaluation of industrial energy efficiency programs, and analyzes the results of the simulation of five energy-efficiency programs in a range of industrial subsectors. A method or framework is presented for the consideration of relevant factors in program planning to facilitate evaluation, and methods and systems in program evaluation are discussed in light of their suitability to a range of program conditions and characteristics. The review of these methods and systems focuses on the use of indicators, statistical analysis, engineering methods (simulation modeling), and combination methods. Methods and systems in the collection and management of program information for use in evaluation are reviewed and analyzed. including the use of metering and data tracking systems. Considerations relevant to the selection and design of methods and systems discussed include the cost of evaluation, the desired or appropriate level of accuracy in evaluation, the complexity of the program or the target industry, and behavioural dynamics. Recommendations are then made for the selection and design of methods and systems of evaluation in view of certain program characteristics and conditions. (Abstract shortened by UMI.)
