The need to evacuate some cities is always there, due to natural disasters, war, or hazard materials or gases presence, and the privilege of hosting a special event is sought by almost every city in the world. During all this, the roads and all the accessible routes will be highly congested and greatly frustrating for all travelers.; The traffic during an evacuation or a special event has unique characteristics that are not present in conventional transportation systems. In this research the author is using High Capacity Transit and changes the conventional design in order to achieve the ability to increase the capacity by many folds in a very short period of time. This would enable city officials in any city to be able to evacuate the city if needed, and would give them an advantage if they decided they wanted to host a special event such as the Olympics. This would even go beyond that, by having the city deal with its morning and evening peak hours, which happens on a daily basis.; The development of this model will contribute greatly to the fields of engineering in general and the field of transportation in particular. The model deals with changing the design if a High Capacity Transit (HCT) system was to be built, and it is also applicable if the system already exists, there is a new approach of how to design the vehicles, the stations, and the routes of the system. This model can also be done for an existing system, by being able to increase the capacity in a short period of time using the new specification presented in this dissertation.
