This dissertation is the first treatment of the life and public work of George Rublee (1868--1957), an eastern establishment lawyer and corporate liberal who made a significant contribution to economic reform legislation on the state and national level during the progressive era and who was involved in a number of important international events during the first world war and the inter-war period.;Chapters one and two examine Rublee's formative influences and personal development to age forty-one. The first chapter gives special emphasis to the influence of Rublee's father, Horace Rublee, and to Endicott Peabody, headmaster of Groton School. The second chapter examines Rublee's intellectual development and his attainments as a legal scholar at the Harvard Law School and his work with Victor Morawetz on Wall street on various railroad reorganizations and the creation of U.S. Steel.;Chapters three, four and five consider Rublee's efforts during the progressive era from 1910 to 1916. Chapter three examines his work with Louis Brandeis on the Ballinger-Pinchot controversy as well as his role as advisor to progressive Republican governor Robert Bass of New Hampshire in 1911 and to presidential candidate Theodore Roosevelt in 1912. Chapter four reveals Rublee's effort in 1914 to convert President Woodrow to his version of a Federal Trade Commission and the fifth chapter examines Rublee's role as an original member of the FTC.;The remaining chapters examine Rublee's role in U.S. foreign relations from 1917 to 1945. Chapter six treats Rublee's experiences on the Allied Maritime Transport Council meeting in London in 1918. Chapter seven examines Rublee's contribution to Dwight Morrow's successful efforts as Ambassador to Mexico. Chapter eight reveals Rublee's partially successful effort as legal advisor at the 1930 London Naval Conference to surreptitiously bring the U.S. into a consultative pact with Great Britain against the stated policies of the Hoover administration. Chapter nine examines Rublee's work as director of the controversial Intergovernmental Committee on Political Refugees Coming from Germany, created at the 1938 Evian Conference to deal with the German Jewish refugee crisis.
