This paper aims to clarify the feasibility of Bus Rapid Transit (BRT) Development as a Clean Development Mechanism (CDM) project. Currently, a BRT project in Bogota, Colombia, called TransMilenio, is the only one CDM project in the transportation sector. This paper found that the methodology developed for TransMilenio project to calculate GHG emission reductions, is applicable to very few cases because of its strict applicability conditions. Moreover, a case study suggested that proving additionality and acquiring reliable data on modal shift will be significant problems. As a result, there exist some significant obstacles to expand the feasibility of BRT developments as CDM projects. Nevertheless, it is suggested that applying for a CDM can be cost-effective and provide valuable potential financial resources to BRT project developers in developing countries. The post-Kyoto international framework should seek more usable methods to provide them with fund-raising opportunities from GHG emission reductions, including improvements in the usability of the CDM.
