The problem. The purpose of this study was to measure the effect of the Enterprise Zone (EZ) hiring tax credit on the use of the Job Training Partnership Act (JTPA) program as an external recruitment source for hiring “economically disadvantaged” job seekers.; Method. A descriptive research design was used in this study. A structured interview was used to obtain data from 120 small businesses located within the Long Beach Enterprise Zone. Managers responsible for the recruitment and hiring of their firm's personnel were selected from a cross-section of four local area industries. A researcher-developed questionnaire was used to assess whether the hiring tax credit was an incentive that motivated managers to use the JTPA program to recruit and hire economically disadvantaged job seekers.; Results. Results of the present study found that 88% of the employers interviewed were aware of the EZ program, while 82% were aware of the program's benefits. Ninety-eight percent were familiar with the JTPA program, while 97% were aware of the program's benefits. Seventy percent of the employers interviewed indicated that the hiring tax credit was important to company, while 85% of the respondents were found to have actually used the JTPA program. Furthermore, results of the analysis found a statistically significant positive association (p .001) between the Tax Credit Importance Scale and the JTPA Use Scale.
