Women, representation, and public policy in the 103rd Congress.

For decades, feminists in the United States have argued that U.S. domestic and foreign policy would be different if more women served in Congress. This dissertation address two central questions. One, does female representation make a difference? And, two, does female representation affect a variety of issues? To answer these questions, roll call votes from the House of Representatives in the 103rd Congress (1993–1994) were selected and analyzed with logistical regression models, controlling for a set of independent variables, that may also have an impact on vote choice, notably party identification, age, previous occupation, region, constituency affluence, and marginality of district.; The votes analyzed included six gender-specific social issues (abortion funding, access to abortion clinics, birth control education, family planning, family and medical leave, and public education); five non-gender-specific social issues (the Hope housing program, gays in the military, the Brady gun control bill, the ban on assault weapons, and capital punishment provisions in the omnibus crime bill); six foreign policy issues (human rights in India, foreign aid for Russia, the arms embargo to Bosnia, command of U.S. troops in U.N. missions, peacekeeping funding, and burden sharing for defense in Europe); and four economic issues (the balanced budget amendment, the temporary debt limit increase, the extension of unemployment benefits, and the implementation of NAFTA).; The results showed that gender does appear to have a significant impact on vote choice on gender specific issues. With regard to non-gender specific social issues, the link between gender and voting behavior is not as strong, and it is even weaker on issues of the economy and foreign policy for the votes examined in this study. Political party emerges as a strong predictor of the vote on these issues. This finding can be explained by the party loyalty of female representatives, the intense partisanship that characterized the 103rd Congress, and the lack of a critical mass of women in the 103rd Congress.
