Public policy in changing times: Moving toward an apprenticeship training system representative of the workforce in Saskatchewan.

This study examines the system for apprenticeship training in Saskatchewan and the factors associated with low participation rates of certain groups, specifically women in predominantly male occupations and Aboriginal people in apprenticeship training.;Two questions are asked: "Why does the apprenticeship system in Saskatchewan have low participation rates from women in predominantly male occupations and from Aboriginal people?" and "What does the apprenticeship system in Saskatchewan need to do to change the current situation?";This study included an historical perspective on the federal and provincial acts and regulations that shaped the apprenticeship and trade certification program in Saskatchewan and Canada since 1944, the year federal legislation implemented the Apprenticeship Training Agreement. Information about the apprenticeship training and certification system as a model of training, current participation rates of the underrepresented group members in the apprenticeship system in Saskatchewan, and information about Saskatchewan's changing demographics are also provided.
