The design of efficient radio resource management (RRM) schemes, including priority handoff and call admission control, for 2G and 3G cellular networks is studied in this research. The RRM module is responsible for efficient utilization of the system resource. It is also critical to the Quality of Service (QoS) provision to mobile users with various QoS requirements. In this research, we have addressed the problem of efficient resource management in order to provide Quality of Service (QoS) and preferential treatment to traffic with different QoS requirements. The first part of this research develops an efficient dynamic resource management for channel-based TDMA/FDMA systems. The second part of the research examines the dynamic call admission control system. The proposed scheme is suitable for interference-based CDMA systems via the use of interference guard margin (IGM). The QoS performance of proposed RRM schemes in terms of a set of system defined objective functions is evaluated with respect to heterogeneous traffic scenarios. The third part of this research focuses on the development of the optimal stationary call admission control (CAC) scheme based on the Markov decision process (MDP) model and the linear programming (LP) technique under homogeneous as well as hybrid handoff processes. The proposed scheme is suitable for both channel-based systems as well as interference-based systems.
