The economy has grown dramatically in the Beijing-Tianjin region since China initiated the reforms of 1978. However, rapid economic growth has given rise to mounting water problems. Current water resources management tends to be fragmented using end-of-pipe technologies. Sustainable water resources management requires a broader, more systematic and holistic approach. This thesis attempts to analyze strategies for water resources management both upstream and downstream, from sources to pathways and from causes to effects. The first objective of this thesis is to apply fugacity modeling to quantify water pollution in the study area by describing the pathways of pollutants of concern. The second objective is to develop a water resources economic input-output model and to provide a comprehensive and quantitative analysis of water resources management. The water use pattern, and the main water pollution sources and levels in the study area are identified. Potential strategies for water resources management are provided.
