Traditional networks have been ineffective in providing disaster management because of their inability to identify emergency services data from other data and to provide preferential handling in case congestion and link/node failure conditions.; Introduction of an Emergency Services Forwarding Per Hop Behavior (ESF PHB) in a Differentiated Services (Diffserv) network helps solve the part of the problem of identifying emergency services in order to provide priority services. Alternate path routing helps provide back-up paths in case of congestion and link/node failures. Link state routing like OSPF is used to select the alternate path.; However to detect congestion and to provide indication to the ingress router to select an alternate path, we run Random Early Detection (RED) on each of the Diffserv routers and use Explicit Congestion Notification (ECN) to set an appropriate bit in the IP header to indicate congestion in the primary path.; This method provides simplicity of implementation in addition to the reliability of emergency services.
