Improving global health is an ongoing primary goal of public health. Recent advancements in genomic knowledge and technology can potentially contribute to achieving this goal. Yet, equal access to genetic education and services is a challenge that threatens global health. There is currently a need to establish a method to assess, develop, and implement genetic services into regions in need of these services. This study aims to create a general, reproducible model for assessing the need and capacity for genetic education and services in different countries. A search of existing assessment models was conducted, in addition to a literature review of public health genomics, genomic medicine in different countries, genetic education, and genetic counseling guidelines. Four assessment templates were created based on recommendations and support from publications. The Initial Intake assessment gathers information about the target group from a key informant. The Assessment of Country template collects relevant data about the target group using secondary resources. The Assessment of Healthcare Professionals is an evaluation of the healthcare system from the perspective of healthcare providers. Finally, the Assessment of Community examines the status, views, and values of the people in the community of interest. These assessment templates serve as the initial step in introducing genetic services into a country.
