In Western literature two opinions have emerged concerning Japan's program to construct an atomic bomb during the Pacific War. One view incorrectly concludes that the Japanese project nearly succeeded, which implies a justification for Truman's decision. The other view improperly uses a narrow investigative scope to absolve the role of Japanese scientists in such projects. In Japan, meanwhile, some researchers contend that the Japanese dabbled in nuclear physics but suggest they represent the true victims of the war because they never employed such a weapon. This paper challenges all three perspectives. Using the historical methods of Wilhelm Dilthey, Martin Heidegger, Marc Bloc and Peiter Geyl, this study will show that the mismanagement of such facts leads to rumors and creates myths that have a deleterious effect on the way people perceive the past and other cultures.
