Temporary Assistance for Needy Families program: How is the success of a recipient and the TANF program measured and what defines success?

This final project examined the Temporary Assistance for Needy Families (TANF) program. Changes that took place during Welfare Reform had goals of ending welfare all together. Due to Article 13 in the New York State Constitution, the Empire State allows a recipient to continue receiving assistance with no time limit restriction.;Through comparisons of the Broome County Department of Social Services end of year caseload reports of 2005 and 2010, it is clear that the number of caseloads has approximately doubled during this time period. Although New York State is ensuring those in need are not suffering through no time limit restriction, this has had a direct impact on the amount of money local governments have put forward based on data gathered. Local governments can anticipate the coming years will continue with increased caseloads and increased costs as long as the TANF policy remains the same in New York State.
