Improving regulatory strategies for dealing with endemic labour abuses (China, Australia).

This J.S.D. dissertation consists of three articles that explore regulatory strategies for reducing labour abuses in developing countries, especially China.; Each of the papers proceeds from a different regulatory context. The first focuses on the international labour standards regime, for which the International Labour Organization (ILO) is primarily responsible. The second looks at measures that an industrialised country (Australia) might take in order to prompt firms operating in developing states to contribute more actively to a better work environment in those states. The third paper looks at how labour rules and institutions in a developing country (China) could be made more effective, focussing on preventing non-payment of wages and excessive working hours in private sector firms.; The three papers all follow a similar structure. They begin with the empirical reality that existing regulatory regimes have failed systematically to eradicate serious labour abuses. This reality prompts an analysis of the structural shortcomings in each type of regime and a search for alternative approaches. Each piece concludes with proposals for reform.
