Incident Management (IM) is an area of transportation management that can significantly decrease the congestion and increase the efficiency of transportation networks in non-ideal conditions. In this study, the existing state of the Integrated Incident Management System (IIMS) is reviewed, additional user requirements and applications are identified, potential obstacles to successful deployment are discussed, and identification of future steps towards deployment in western New York are determined. This is done through working with incident management organizations, reviewing other existing systems, and researching the potential of IIMS through use of the system. The main conclusions found are that 1) the system has potential to greatly enhance coordination between agencies and that greater integration with existing systems will speed adoption, that 2) the primary obstacles to deployment are the difficulties with sharing sensitive information and the integration of existing similar transportation management systems used by the several agencies, along with a lack of deployed hardware for mobile clients, that 3) some of the future potential applications and benefits for IIMS include: expanded incident coverage, access to archived incident data for research and training, and integration with existing software reducing retraining requirements, and that 4) Clarence New York would be a potential deployment community to pilot IIMS using NITTEC for hosting the server. A Commitment of Cooperation (example included) between the agencies was developed to encourage integration of IIMS into their programs.
