Constantly vulnerable to crisis: A case study of the right to food in the Horn of Africa.

This case study demonstrates that the countries that make up the Horn of Africa (Somalia, Ethiopia, Eritrea and Djibouti) have not effectively guaranteed their citizens' right to food, due to a lack of effective governance and internal and regional conflicts, which in turn negatively affected their ability to form consistent, long-term agricultural development policies that are inclusive of all relevant stake-holders. The international community, for its part, while providing emergency humanitarian aid, did not provide an environment conducive to guaranteeing the right to food by establishing an uneven trade regime, exacerbating armed conflicts and lacking a focus on long-term development assistance. The right-to-food framework has proved, in this case, to be relevant and applicable: if followed, it would have and can still greatly improve citizens' access to food. At the same time, this case study poses specific challenges to the framework, including the role of non-State actors and expanding the framework to include more quantitative approaches.
