Postearthquake water distribution systems: Issues and strategies .

摘要

The City of Victoria needed to identify issues and strategies for the management of postearthquake response and recovery of its system. A review of Victoria's current setting; its strengths, weaknesses, opportunities, threats; and comparison against emergency planning of other water distribution systems in British Columbia, having the highest earthquake vulnerability, exposed seven emergent themes, for each of the five components of a water distribution system (source, treatment, transmission, distribution, and human resource). The themes included emergency program planning, water distribution system operators, distribution network infrastructure, alternative water sources, materials and suppliers, and coordination among the Greater Victoria water distribution systems. Through this investigation one may extrapolate a lack of interest in emergency planning by many water distribution system owners.
