This study focused on how collaborative interpersonal communications can assist in streamlining the Canadian Navy's procurement process. With DND and CF resources at a premium, combined with the Government of Canada's plan to overhaul federal procurement processes, a collaborative communication activity to bring together clients and engineering communities was warranted. Through an action research approach that utilized a qualitative interview process involving stakeholders, I identified and analyzed the relationships, goals, and current challenges for the two communities. These distinct cultural groups were experiencing communication difficulties because of their subject matter expertise and biases. Subsequent investigation addressed the slow and arduous process of identifying and clarifying the end users' requirements. Findings revealed that understanding the procurement process, using dynamic communication methods, and educating all stakeholders were key aspects. As the organization transitions through today's procurement reform, its new roles and responsibilities will require a more collaborative team environment.
