Model for information systems legitimacy in rehabilitation counseling.

Responding to a need expressed in the information systems (IS) literature for "taken-for-grantedness" regarding information technologies, this project is a qualitative study of information processing needs of rehabilitation counseling organizations in the United States. The study finds that this sector has few unmet information processing requirements with regard to its political activities. The study outlines IS benefits in rehabilitation practice management from conversion of knowledge from tacit and explicit, document-based forms to automated, expressive characterizations using computers.; The study clarifies the requirements for cognitive legitimacy for IS as operationalized by fluidity, the ready transfer of knowledge to and from information systems. It also supports prior claims of sociopolitical legitimacy in IS as operationalized by immersion, the willingness by organizations to embrace computerized solutions to information processing challenges. The study outlines a process of generating grounded theory regarding IS relevance and cognitive legitimacy within other human services and commercial sectors.
