The relationship of ROI-based justification practices and structured development methodologies to information systems technology project outcomes.

The problem. The primary research problem set explored possible relationships of information technology project justification practices and structured information systems technology development methodologies to resulting project outcomes. Justification practices emphasized traditional Return On Investment (ROI) analysis, operational and strategic analysis. The project outcomes assessed were financial and quality metrics.; Method. A snowball sampling technique elicited 29 responses from information technology professionals working within the medical device, pharmaceutical and biotechnology industries. Individuals were asked to respond relative to their most recently completed project. Survey participation was elicited via an e-mail that provided a hyperlink to a web-based survey instrument. Data were exported into SPSS to conduct correlation testing using Pearson's product moment correlation test and a difference of means test using the ANOVA test.; Results. Descriptive statistics provided information relating to the respondent's country and state of origin, company classification, role in firm, project type, IS development methodologies, IS process maturity levels, prioritization and justification methods, financial justification techniques, project cost, and the application of post-implementation metric.; Correlations at the 0.05 (p0.05) were found to exist between the rigor of IS development methodology and the outcome of a project's quality metrics, the rigor of IS development methodology and the IS project prioritization and justification methodology, and the IS process maturity level and the outcome of a project's quality metrics. Additional findings identified correlations between operational analysis, strategic analysis, and the IS project prioritization and justification methodology to the degree to which the ROI metric was realized. A correlation was also found to exist between the operational analysis and the degree to which the resulting quality metric was realized. A correlation was also found to exist between the IS process maturity level and the IS project prioritization and justification methodology. Finally, a correlation was found to exist between the level of customer satisfaction and the extent to which project goals were met or exceeded.
