The Cuban Sugar Restructuring Program (2002--2004): A case study of Artemisa, Cuba.

The Cuban government's Sugar Restructuring Program (2002-2004) closed and disassembled 70 Cuban sugar mills and converted over 60 percent of Cuba's sugarcane land to the production of other agriculture. Concurrently, the government established an enormous labour restructuring program that provided Cuba's 427,000 sugar workers with guaranteed wages, employment security, new employment options, and educational retraining. Roughly 100,000 workers chose to go back to school. Using a case study of two sugar mills in Artemisa, Cuba, this thesis examines the decision-making structures of the program, including how the central decisions regarding the restructuring of the industrial, agricultural, and labour aspects of the program were made. Furthermore, the thesis documents many of the geographical implications of the program and critically examines how the program fits into Cuba's post-Cold War economy and the history of sugar production in the Caribbean.
