This thesis explores the feasibility of implementing a software reconfigurable radio system that conforms to the P25 standard, developed for public safety agencies for interoperability, with the help of DRP technology from Texas Instruments. This thesis investigates the various methods of implementing baseband processing units of a P25 Phase 1 system in firmware (ARM) and by using additional devices (FPGA) along with the DRP chip which is used in commercial GSM phones. The current setup in place is a system consisting of DRP chip, an FPGA and a DSP which can in practice double up as a regular cell-phone as well as a P25 emergency radio. The system has been tested thoroughly and is demonstrated to operate with reasonable fidelity. The experiments have proved that it is possible to develop low-cost, software reconfigurable radios using currently available technology.
