Metodologia para realizar auditorias en seguridad vial en Puerto Rico.

摘要

This thesis presents a general methodology for conducting and performing Road Safety Audits (RSA) and Road Safety Audit Reviews (RSAR) and its application in a representative highway segment of the Strategic Highway Network of Puerto Rico. The main objective of this methodology is to provide a process that integrates the fundamental principles of RSA's and serves as a supporting instrument to transportation professionals, as well as government agencies, to analyze the level of safety and provide by the geometric design elements, thus contributing to reduce the frequency and severity of vehicular accidents in Puerto Rican roads. During the process of developing this methodology, RSA techniques used in different countries were analyzed, and severity curves and checklists were adapted to local conditions prevailing in the island. The lessons learned during the development and analysis of the methodology complemented by the input provided by transportation professionals and the academy provide a methodology, and a checklist to be used in the highway safety transportation programs in comprehensive on the roads of Puerto Rico and any other country with a highway network with similar geometric and topographic characteristics.
