In order to solve the problem of how to calculate the basic toll rate accurately under the toll by weight model,three kinds of feasible methods are put forward, including the rated gross weight method, the actual measurement gross weight method, and the integrated analytical method. Based on 100 thousand fundamental data, the rated gross weight method and the actual measurement gross weight method gain reasonable rate fitting curve and the ton-kilometer toll rate sheet through comparing and selecting several fitting function to provide data for the rate calculation. On the basis of rated gross weight method and the actual measurement gross weight method research, integrated analytical method is used to calculate toll by weight in theory, and further build parameters such as “lower registered but actually higher load ability vehiele”(we refer to LRHL in short in this paper), “Green Channel” to define types and adjust them by data samples The toll rate adjustment and transportation cost will be generally analyzed, and actual income is adjusted, and these two kinds of income are to be compared under the principle of “general income level should keep balance with the existing income level”,then the basic toll rate can be optimized to measure the result. The result shows that the toll criterion transfer can be realized from traditional model to toll by weight model under the basic toll rate calculation method which is put forward in this paper. This method can be used to meet each requirement, which establishes theory basis for formulating the standard and scheme of toll by weight, and has a strong theoretical and practical value.
