MAINTAINING AND MANAGING MOTORWAYS: DELIVERING REAL VALUE FOR MONEY AFTER SIX YEARS

The Challenge: To provide the ‘best value’ solution for the asset management anddelivery of all maintenance and operational services for the Auckland motorway network.‘Best value’ includes ensuring all assets are maintained within a specified Level of Servicewhile maximising service life, and the operation of the network is optimised to ensure thatcustomer satisfaction levels are maintained. The chosen solution was required to deliverongoing sustainable savings over previous arrangements, and to prove that these savingswere not consuming asset value in the short and longer term.The Response: The Auckland Motorway Alliance (the Alliance) was established inOctober 2008, for a period of ten years. It is essentially a virtual company comprising theNew Zealand Transport Agency, a contractor and consultants bound by a commercial andperformance mechanism to achieve significant advances in asset management and thedelivery of motorway maintenance and operations.The Result: The paper presents the impressive results of the Alliance over its first sixyears, and how these have been achieved. Highlights include real savings of over 25%,resulting from innovative approaches to asset management and maintenance practices.These have extended the asset lives in a number of areas.
