The implementation of the network organizational joint decision-making program is influenced by many kinds of risks from the nodes in the network, the relations among the nodes, the entire network organization and the external environment. The risks from the nodes include the ability risk, the liability risk and the moral hazard; the risks from the relations among the nodes include the mutual trust risk, the relational risk and the communicational risk; the risks from the entire network organization include the strategic collaboration risk, the organizational management risk and the cultural integration risk; the risks from the external environment include the market risk, the policy change risk, the technological innovation risk and the risk derived from society, economy, culture and the natural environment. The paper describes the risk evaluation model of the implementation of the network organizational joint decision-making program --Fuzzy-AHP evaluation model, constructs the risk evaluation index system, and carries out an evaluation to the program implementation risk of a specific network organizational joint decision-making by using the Fuzzy-AHP evaluation model.
