A sound financial performance evaluation is of paramount importance when considering therndevelopment of a bioreactor landfill. In most cases, the final decision on whether to develop a bioreactorrnlandfill or a traditional landfill will be based on the projected economic performance of the two systems.rnSolid waste managers need a sound site-specific cost/benefit analysis that compares a traditional operationrnunder Subtitle D with an operation that adopts bioreactor technology. This paper provides an example of arnsite-specific cost-benefit model; it was conducted for the Polk County, Florida, North Central Landfill, arnsite that recently began operation as a bioreactor. The model was developed using actual cost data from arn2004 construction project; the financial incentives specific to this program are described. Elements of thernprogram include capital construction costs, annual operating costs, leachate disposal reduction, increasedrnlandfill capacity, gas generation and long-term care as well as a break-even point for project viability. Therncompilation of this data and an economic comparison provides solid waste managers at other landfill sitesrnwith current data from a recent bioreactor program and a conceptual approach for conducting a similarrnanalysis at their site.
