ZPD Incidence Development Strategy for Demand of Internet in Business - Teaching of New and Old Comprehensive Regional Higher Education Institutes

Comprehensive regional higher business education institutes need ICT systems to facilitate the exchange of ideas and information about agriculture. Many regional higher education institutes (CRHEIs, mainly be regional comprehensive university) have been founded from 1998 in China. Now many students study in those CRHEIs. How to improve the equality of those CRHEIs become more and more important. In this paper, we analyses internet-based teaching and learning issues at CRHEIs level and old comprehensive higher education institutes (OOCNHEIs) level. Using normative Delphi method, we discussed internet-based issues and get that internet integration in CRHE need to be in lined with proper strategy in order to get their true benefits.
