摘要

The introduction of overseas experts has become an important way to the Party Central Committee implementing the "strategy of reinvigorating china through human resource development".Local governments have issued high-level overseas experts attracted public policies.But with the introduction of high-level overseas deepening,the policies are increasingly exposed to the problems.In this paper,by simulation and analysis the history of evolution and differences of high-level overseas'policy system,human resources theory and the theory of public policy analysis are combined with local's reality to find out the decision-making limitations and problems of local governments.
