The Microscopic Construction of China's Government Functions in the Universities' Transformation of Sci-tech Achievements

The low ratio of the universities' transformation of Sci-tech achievements is an important aspect of the problem of the transformation of our country's Sci-tech achievements. Whether or not can our government effectively promote the transformation of the universities' Sci-tech achievements, and improve the ratio of the universities' Sci-tech achievements, will directly affect the overall Sci-tech development level of China's future and sustainable economic development. From the five micro aspects of laws and regulations, investment system, Sci-tech management system, assessment mechanisms and building service system , the article describes our government functions' construction in the universities' transformation of Sci-tech achievements.
