The Overall Design of the Government Functions of the Higher Institute Tech Achievements Transformation

摘要

Government function is one of the key factors of restricting the conversion rate of tech achievement transformation in higher institutions of China, thus the scientific define of the overall design of the government function become an urgent issue about the tech achievement transformation in higher institutions. This paper pointed out the roles and responsibilities of the government from the angle of role: the provider of the transformation of the Sci-tech achievements system, defenders of the market order and the public service providers. Meanwhile, from the macroscopic level, it also indicated five overall functions in the transformation of Sci-tech achievements in universities of China: regulations drive function, interest coordination function, and incentive guided function, effectively balance function, and intermediary service work function.
